Board of Trustees

Purpose of the Board
The Board of Trustees acts as the governing body of Columbia Basin College. On behalf of the citizens of Benton and Franklin counties, the board ensures that 网赌正规真人实体在线平台 (a) achieves appropriate results for the appropriate recipients at an appropriate cost and (b) avoids unacceptable activities, conditions and decisions. The board ensures that 网赌正规真人实体在线平台 continues to fulfill its mission of promoting academic excellence and educational completion in our community by overseeing policies & procedures, financial integrity and general management of the college. The board is made up of five trustees who are appointed by the governor of Washington State.

Meet the Board

Ofelia Rivas de Bredt

Chair

Appointed: October 2021 to September 2026

Ofelia Rivas de Bredt is the Deputy Division Manager, Project Lifecycle Division, at Pacific Northwest National Laboratory. She is a Board member for the Tri-Cities Hispanic Chamber of Commerce and Institute for Latino & Latina Leadership, Education, and Development (I’ll LEAD), a planning member for Tri-Cities Latino Community Network and is an active member of Hispanic Outreach for Leadership Advancement (HOLA), Boys and Girls Club and the Richland Library.

Trustee Rivas de Bredt serves as the 2024-25 网赌正规真人实体在线平台 Board of Trustees Chair and served as Vice Chair during the 2022-24 academic years. Previously, Trustee Rivas de Bredt served on the Columbia Basin College Equity Centered Strategic Planning Committee. She believes Columbia Basin College is an asset to the Tri-Cities by making education affordable, accessible and personal.

Trustee Rivas de Bredt has a Master of Science in Chemistry from the University of California at Irvine.

Kedrich Jackson

Vice Chair

Appointed: October 2012 to September 2017
Reappointed: October 2017 to September 2022 Reappointed: October 2022 to September 2025

Kedrich Jackson began serving 网赌正规真人实体在线平台 in 2012; as current Board Vice Chair for 2024-25, Board Chair in 2016-18, 2020-22 and Vice Chair from 2014-16. He is an Enrolled Agent Tax Preparer, Business Consultant, and National Tax Practice Institute Fellow. He is currently serving as Treasurer and Executive Committee Member for the Tri-City Regional Chamber of Commerce, a member of the Board for United Way and Perfect Image Leadership Foundation, Operations Chairman and Board Member for the Columbia Basin Badger Club, a member of the National Association of Tax Preparers, American Society of Mechanical Engineers (ASME), National Association of Tax Preparers (NATP) and the National Association of Enrolled Agents (NAEA).

Trustee Jackson is a former Alumni Chair for the National Society of Black Engineers (NSBE) and former ACT President and Treasurer.

Trustee Jackson has a Bachelor of Science in Mechanical Engineering from University of Idaho and earned a Master of Science in Mechanical Engineering from the University of California at Davis.

Kimberly Harper

Trustee

Appointed: October 2020 to September 2025

Kimberly Harper is a Physical Scientist with the US Department of Energy Office of Science, Pacific NW Site Office. She is the Founder of e-MERGE Mentorship Program, Community Champion for WA STEM Foundation, a member of the Tri-Cities WA Chapter of The Links Incorporated and Alpha Kappa Alpha Sorority.

Trustee Harper served as the 网赌正规真人实体在线平台 Board of Trustees Chair for the 2023-24 academic year. Trustee Harper previously served as a Board Member (2006-12) and Local Federal Campaign Chair (2003-05) for United Way of Benton & Franklin Counties. She has served as Co-Chair for the MyTRI2030 Inclusion Council as well as President for the Tri-Cities Chapter of National Organization of Black Chemists and Chemical Engineers (NOBCCChE). She was Class President for the Leadership Tri-Cities Class XXI and is a past member of American Chemical Society (ACS) and Washington State Equity Roundtable for STEM.

Trustee Harper has a Bachelor of Science in Chemistry from the University of Arkansas.

Holly Siler

Trustee

Appointed: January 2020 to September 2024

Holly Siler is President and Founder of Binding Fields, L.L.C. and pursuing a Master of Science in Clinical Counseling degree. She is a current member of Powerful Connections Tri-Cities, Columbia Basin Society of Human Resource Management, American Psychological Association, American Counseling Association and Washington State University Alumni Association.

Trustee Siler served as the 网赌正规真人实体在线平台 Board of Trustees Chair for the 2022-23 academic year and as Vice Chair from 2020 to 2022. She currently serves on the Board of Directors of the Washington State Association of College Trustees and as a member of the Diversity, Equity and Inclusion and Education sub-committees.

Previously, Trustee Siler served on the Board of Directors of the Pasco Chamber of Commerce and as a member of the Human Services Coalition, Greater Columbia Accountable Community of Health and Benton-Franklin Community Health Alliance. She is also a graduate of the 2018 class of Leadership Yakima.

Trustee Siler has a Bachelor of Arts in Merchandising from Washington State University.

Allyson M. Page

Trustee

Appointed: January 2015 to October 2018
Reappointed: November 2018 to September 2023

Allyson Page began serving on the 网赌正规真人实体在线平台 Board of Trustees in 2015. She continues to serve as a trustee until the Governor provides another appointment to the 网赌正规真人实体在线平台 Board of Trustees.

Trustee Page is an attorney at Kuffel, Hultgrenn, Klashke, Shea & Ellerd, LLP in Pasco, Washington. Trustee Page is a current member of the Washington State Bar and the United States District Court Bar, Eastern District of Washington. She is also a current member of the Benton/Franklin County Bar Association and former member of the Board of Directors at Women Helping Women Fund Tri-Cities.

Trustee Page received her Juris Doctor from the University of Oregon School of Law and earned a Bachelor of Arts in Political Science from Arizona State University.

2024-25 Board Meetings

The Columbia Basin College Board of Trustees meet every second Monday of the month during September, October, December, January, May and June. The Board meets on Friday during the months of November, February, March, April and August. These meetings are open to the public. 网赌正规真人实体在线平台 offers a hybrid format for monthly Board of Trustee meetings; this allows both in-person attendance or virtual participation through an audience link.
